According to reports, this move is seen as part of the United States' attempt to restrict certain countries and regions' access to advanced technologies. While the ban primarily targets data center components like the H100, H800, A100, A800, L40, and L40S, since some of these components use the same chips as the RTX 4090, the restriction also applies to RTX 4090 graphics cards.
This decision not only affects Nvidia's graphics card imports, but may also have an adverse impact on production in mainland China. In addition, third-party partners such as ASUS, Gigabyte, MSI, and PNY may have to move RTX 4090 assembly work to other regions, which may affect the product's price positioning.
There have been reports before that the price of RTX 4090 has increased in mainland China, which has also had a certain impact on domestic prices in the United States. While the RTX 4090 is theoretically more available in other regions due to export restrictions, there is speculation that there may be other ways to allow the GPU to enter mainland China, allowing Nvidia customers to purchase the RTX 4090 at a lower price and then sell it at a higher price in mainland China Sale.
The U.S. government announced new export control measures on October 17, further restricting the export of high-performance AI chips and including 13 Chinese companies on the entity list. Nvidia has issued an official explanation on the export control issue.
According to NVIDIA’s statement, the U.S. government’s interim final rule revised the ECCN 3A090 and 4A090 requirements for D1, D4, and D5 countries and regions including China (including but not limited to Saudi Arabia, the United Arab Emirates, Vietnam, but excluding Israel) Integrated circuit chips that limit performance beyond a certain threshold. Products subject to this export control include A100, A800, H100, H800, L40, L40S and RTX 4090.
Up to now, NVIDIA RTX 4090 series graphics cards have been gradually removed from e-commerce channels, causing some merchants with inventory to significantly increase their prices, some even as high as more than 50,000 yuan.
